Follow these steps to reset the PST file password.

• Firstly, close the Outlook and create a backup of the PST file before starting the PST password recovery process.
• Secondly, run the ScanPST.exe tool and browse the PST file, then click on the Start button.
• Now, wait until the Scanpst.exe completes the Scanning process. It may take few minutes as the scanning process has 8 phases.
• After the scanning process gets completed, click on the Repair button. 
• When the ScanPST.exe utility completes the repair process, open the command Prompted by clicking Windows +R key combination.
• Now type cmd. in the edit box of the Run wizard and then click the Ok button. After that, enter the following command and hit enter. It will change your PST file format into .psx format.

C:\backup\pst19upg.exe -x C:\backup\outlook-copy.pst (PST19upg.exe location and Outlook PST file location).

• Once done, type the following command to create a password-free PST file from the .psx file.

C:\backup\pst19upg.exe -x C:\backup\outlook-copy.PSX

• Now you will get a PST file without any password. At last open the unlocked PST file. 

It is the manual way for PST password recovery using the PST19upg.Exe. Due to the risk of data loss and technical processes, this method is not recommended for non-technical users. Besides this, PST19upg.exe only works for Outlook 2003 and lower versions.
